A double post-graduate in Physics (Electronics) and History, Shri Pankaj Dwivedi belongs to the 1975 batch of Indian Administrative Service (IAS).  He is the head of the Civil Service in Andhra Pradesh, as the Chief Secretary to Government.  During his long and illustrious career, he held various important positions such as District Collector; Director, SC/ST Commission, GoI; Vice Chancellor, Hidayatulla National Law University, Raipur; and Secretary, AP Public Service Commission. He also held posts of Principal Secretary, GAD, Food & Civil Supplies & APC and Principal Secretary Agriculture, Cooperation and allied sector in the State of Chhattisgarh; CEO,  A.P.Khadi Board; Director General, Dr.MCR HRD Institute, Hyderabad; Agriculture Production Commissioner & Special C.S.(Horticulture & Sericulture); and Chief Commissioner of Land Administration (CCLA).
